Нигде не нашел ни в правилах ни на форуме упоминания о ретрекере

Разрешено ли использование ретрекера при скачивании, а главное при раздаче скачанных фильмов на этом трекере?

Использование разрешено. Но пока адреса ретрекеров не прописываются в торренты. Нужно самим ручками добавлять.

magdebura: у многих провайдеров сделан ретрекер по такому адресу

http://retracker.local/announce

на некоторые трекерах он даже автоматически добавляется во все торренты...
